You’ve heard about SME Packages – Digital: state aid covering 70% of a digital project worth between €3,000 and €25,000 excluding VAT — up to €17,500. The real question isn’t “does this exist” — it’s “does it apply to my business, and where do I start”.
This checklist answers exactly that: a quick self-test, what the programme covers, what the pre-analysis meeting looks like, and the three steps to take this very week.
One honest clarification first: the decision to grant the aid belongs to the Ministry of the Economy, and to it alone. Nobody — not a provider, not an advisor — can guarantee approval. The quick test in 4 questions
If you answer yes to all four, your business has a genuine candidate profile. Formal confirmation comes later, at the free pre-analysis.
1. Is your business established in Luxembourg?
The programme is aimed at SMEs established in Luxembourg. If your company is registered elsewhere, this programme isn’t designed for it.
2. Do you hold a business permit (autorisation d’établissement)?
This is the central administrative criterion: a valid business permit issued by the Ministry of the Economy. If you run a declared commercial or craft activity in Luxembourg, you normally already have one.
3. Is your digital project worth between €3,000 and €25,000 excluding VAT?
The Digital package covers projects of that size: website, e-commerce, digital marketing. A serious professional website project fits naturally within that range.
4. Has the project not started yet?
The procedure follows a strict order: pre-analysis, aid application, ministry approval — and only then does the project begin. A project that has already started or been invoiced no longer follows that order. If you’re about to sign a quote, wait until you’ve clarified your situation.

What is covered (and what is not)
The Digital packages, defined by the Ministry of the Economy, notably cover:
- creating or redesigning a website;
- online sales (e-commerce);
- digital marketing.
The exact scope of your project is defined with the advisor when the application is put together — they confirm what counts as eligible costs.
Conversely, some situations fall outside the framework:
- a project already started or invoiced before the aid is granted;
- a project outside the €3,000–25,000 excluding VAT range;
- VAT itself: the aid is calculated on amounts excluding tax.
One more thing worth remembering: the aid is paid to your company, not to the provider. It is not a commercial discount — it’s a state reimbursement, paid after the project is delivered and a final evaluation meeting is held, on presentation of paid invoices.
The pre-analysis meeting: what to expect
This is the first official step, and it’s free. It takes place at the House of Entrepreneurship of the Chamber of Commerce — or at the Chambre des Métiers if you run a craft business.
Concretely, an advisor:
- reviews your current digital situation;
- verifies your company’s eligibility for the programme;
- points you towards the package that fits your project;
- then supports you through the aid application.
The meeting commits you to nothing. You leave with a clear answer on your eligibility and a precise view of the next steps. It’s also the right moment to ask every question you have about timelines and scope — the advisor knows the programme better than any provider does.

The documents to prepare
The advisor will confirm the exact list, but you’ll save time by preparing the essentials before the meeting:
- your business permit (autorisation d’établissement) — the central document of the application;
- your company’s basic information: legal form, activity, headcount;
- a description of your project: what you want to build, and for what business goal;
- the provider’s detailed quote — this comes a little later, once the package and provider are chosen, and must match the format expected by the programme.
You don’t need a thirty-page specification. A clear idea of what you want to achieve — more enquiries, selling online, being visible on Google — is more than enough for the pre-analysis.
Choosing your provider
The choice of provider is entirely yours. The programme imposes nobody on you: you define the project, you choose who builds it. The provider then supplies the quote and the project description in the format the application requires.
A few useful reflexes when choosing:
- check that the provider knows the SME Packages procedure and can produce a compliant quote;
- insist on full ownership: site, content, domain name and accounts must belong to you;
- think trilingual: in Luxembourg, an FR/EN/DE site reaches the whole market;
- ask what happens after delivery — a site without follow-up loses value.
